The technical assistance (ta) center

Our Hub for System Change

The CIS Technical Assistance (TA) Center is the backbone of our work to transform fragmented systems into coordinated, family-centered solutions. It is designed to give schools, cities, counties, health plans, and community-based organizations the support they need to build integrated Systems of Care where families can access services without barriers—what we call the “No Wrong Door” approach. 

Purpose

The TA Center helps leaders and organizations move beyond programs and pilot projects toward long-term, sustainable system change. By combining training, coaching, data tools, and community voice, we give partners the skills and strategies to:

  • Align health, education, and social service systems.
  • Build equity-centered practices and funding models.
  • Ensure families get connected to help quickly and consistently.

What It Offers

 Tier 1: Knowledge Hub

  • Online learning through webinars, trainings, and podcasts.
  • Toolkits, curated resources, and policy/practice briefs.
  • Easy access for communities with limited capacity or resources.
     

Tier 2: Communities of Learning & Action Labs 

  • Regional spaces where cross-sector partners (schools, CBOs, health plans, government agencies) come together.
  • Shared problem-solving on barriers like funding silos, data sharing, and equity gaps.
  • Opportunities for parents and youth to co-lead conversations alongside system leaders.
     

Tier 3: Deep Transformation Partnerships

  • Hands-on technical assistance for districts, counties, or health plans.
  • Support with governance structures, workforce development, and sustainable funding strategies.
  • Coaching and on-site facilitation to embed equity-centered practices and build long-term capacity

TA Impact Goals by 2028

By fully scaling the TA Center, CIS will:

  • Train 3,000+ participants across the state through webinars, trainings, and communities of learning
  • Build at least 10 cross-sector partnerships that bring schools, health systems, and community partners into shared governance.
  • Reduce family wait-times to 7 days or less for accessing needed services.
  • Improve outcomes in housing, health access, education, and employment through coordinated, whole-family support.

Redesigning How Families Access Support

Too often, families face complicated, disconnected systems. They might go to a school, a clinic, or a community program—only to be told they are in the wrong place or need to start over somewhere else. This creates delays, stress, and lost opportunities for children and caregivers.


At Collective Impact Solutions (CIS), we believe every door should be the right door. That’s what we mean by No Wrong Door: wherever a family reaches out—whether at a school, a county office, a community-based organization, or a health plan—they are welcomed, supported, and connected to the full set of resources they need.

The 'No Wrong Door' model ensures accessibility, allowing families to receive help without barriers, improving service delivery. 


By working together, communities can:

  • Reduce the time families wait for services to 7 days or less.
     
  • Increase housing stability, access to health care, and school success.
     
  • Decrease reliance on crisis-driven systems like ER visits or child welfare.
     
  • Build lasting trust between families and public systems.

A Comprehensive System of Care
A System of Care (SoC) isn’t a single program — it’s the backbone that connects schools, agencies, and community partners around families. Instead of chasing services from door to door, families are met with a coordinated, family-centered approach that makes support seamless.


Core Components

  • Shared Data – Everyone sees the same picture of family and community needs.
  • Shared Protocols – Families receive consistent, coordinated care.
  • Braided Funding – Resources go further when city, county, school, and nonprofit dollars are aligned.
  • Continuous Improvement – The system adapts and grows with the community.


Demonstration Sites
Collective Impact Solutions (CIS) supports every community in building demonstration sites where the System of Care can be piloted in action — from community schools to family resource centers to respite hubs. These sites, co-designed with families, serve as innovation hubs that test, refine, and model seamless supports.


Bridges to Care Respite Center (In Development)
The Bridges to Care Respite Center in Vista, CA will be CIS’s first direct service arm and Design-to-Implementation Hub. This family-led respite and inclusion center will provide immediate care and relief while serving as a living demonstration site. Lessons learned here will flow directly into CIS’s Technical Assistance Center to scale across communities and counties, ensuring every region can adapt and replicate a family-centered System of Care.

School Systems Change

We partner with districts to integrate academic, social-emotional, and health supports into one coordinated framework. 

 Our Work Includes:

  • Multi-Tiered Systems of Support (MTSS).
  • Positive Behavior Interventions & Supports (PBIS).
  • Response to Intervention (RTI) and Professional Learning Communities (PLCs).
  • Expanded learning and CalAIM alignment.
     

Impact by 2028: 75+ schools implementing integrated frameworks, leading to higher student achievement, lower suspensions/absenteeism, and stronger connections to health supports.

Calaim integration

As a state-approved DHCS PATH TA Vendor, CIS helps health plans, counties, and schools integrate Medi-Cal reforms into community systems of care.

Our Services Include:


  • Aligning CalAIM Enhanced Care Management (ECM), Community Supports (CS), Community Health Workers (CHW), and CYBHI reforms with local systems.
  • Training staff on sustainable claiming and blended funding models
  • Designing equity-centered workflows and shared data protocols.
