Collective Impact Solutions (CIS) is a Technical Assistance Center bridging community and systems to build integrated Systems of Care anchored in a "No Wrong Door" approach—where every entity becomes an entry point for families. We work with schools, cities, counties, community-based organizations, and health plans to co-design solutions with parents, youth, and partners with lived experience, driving sustainable and scalable change.
At the center of our work is the Bridges to Care Respite Center—our direct service arm and Design-to-Implementation Hub where the System of Care and No Wrong Door model is implemented and refined in real time. Through this approach, we build the capacity needed for sustainability, scale, and lasting impact for families and communities.
We don't just consult families—we position them as co-designers, decision-makers, and leaders. Parents and youth with lived experience drive every initiative we launch, from leadership fellowships to cross-sector partnerships to blended funding models that combine Medi-Cal, education dollars, and philanthropy.
We are the bridge between community and systems—centering lived experience to transform systems, redistribute power, and co-create healing-aligned pathways across education, health, and social services, so every family can access the support they need to thrive.
Communities thrive in systems that are integrated, accountable, and co-created, where no one falls through the cracks, and every pathway leads to wellness and opportunity.
Equity – We center fairness, inclusion, and belonging in everything we do.
Healing & Justice – We work to repair harm and transform systems toward equity.
Youth & Family Voice – We elevate those most impacted as co-designers and decision-makers.
Relentless Collaboration – We unite diverse partners around shared goals.
System Transformation – We go beyond programs to change policies, structures, and culture.
Stubbornness in the Face of Challenge – We persist with courage, creativity, and resilience.
Building What Didn't Exist for Us – We create new pathways and opportunities where none existed.
Dr. Mendiola didn't just study systemic change, she lived it. After 23 years leading transformation efforts as an Assistant Superintendent, Director, and Coordinator across multiple school districts, she made a strategic decision: systems change faster when pushed from the outside with inside knowledge.
Her Unique Perspective:
"I spent decades working within government systems. Now I use that insider knowledge to help communities navigate those same systems more effectively. The difference is night and day when communities have someone who truly understands how government works."
Born and raised in the San Joaquin Valley, Mirna brings rare dual expertise in government operations and nonprofit strategy. Her 6 years in human services and public health, combined with 20+ years in nonprofit leadership, creates unique insight into what actually works on both sides of the partnership equation.
Her Strategic Value:
Puri graduated with an Associates degree in Psychology from San Deigo Mesa College. She is currently attending San Diego State University for her Bachelor's degree in Psychology with a minor in Social Work. Puri has experience working with children with Autism as an Applied Behavior Technician and three years experience in retail.
